The Player Level unlocks the Council upgrade, which, when upgraded, automatically unlocks the construction and upgrade of buildings. The player's level is increased by achieving Building Points.
Note that Player Level is not the same as the maximum level the player's Survivors and Heroes can have.
To get more BP, you need to build and upgrade buildings in your camp. Below is the table of how many Building Points are needed to advance to the next level.
